Rosa Micaela Puertas Quiroga was born in Buenos Aires, Argentina, on 29 September 1912, to Victoriano Puertas Herrero and Rosa Quiroga López. She was baptized in the city on 20 September 1913. During her childhood, she learned to read, write, and do math, in addition to helping with household chores.
When her father fell ill and died during the Spanish flu pandemic, her mother decided to travel with her five children to Spain to protect them from the disease.
As a young woman, Rosa moved to Madrid, where she met her future husband, Francisco Elbl, an Austrian pastry chef ten years her senior who worked for the King and Queen of Spain.
With the start of the Spanish Civil War, the family returned to Argentina as war refugees, after receiving a recommendation from the Argentine embassy.
On 29 September 2022, Rosa celebrated her 110th birthday, becoming a supercentenarian. As of her 110th birthday in 2022, she was still able to walk with assistance.
In August 2023, when she was almost 111, she voted in the primary elections and emphasized the importance of participating in and defending the homeland.
